It's configurable:

Control Panel -> System -> Advanced -> Startup and Recovery.
Automatic restart is checked by default. If you uncheck it, you get NT4 
style BSoD behavior. Even with automatic restart, it still writes the 
details to the syslog.

I see the new default behavior as an advantage. If the machine crashes 
it reboots and the services get started at boot time. If it just sits at 
BSoD, then the machine is basically down.
