Port 135 is the RPC mapper port.  The only thing that you can do with 
out a firewall to block it is to completely block TCP/IP from that 
interface.  Something that is not practical.

In this case it just removes the most harmless exploit of the security 
issue.  It could give someone a false sense of security.
