Yes, California offers a $2,000 tax rebate for ULEV/SULEV ([Super] Ultra 
Low Emission Vehicle). A regular Civic is a LEV, a 5-speed manual 
Insight is ULEV (50% cleaner than the average 2003 car) and the 
automatic Insight (which I have) is SULEV (90% cleaner). Whoo lack of 
emissions.

I took the Insight for the ultimate test today -- climbing hills in San 
Francisco. While going from a dead stop (literally, the engine stops 
automatically when the vehicle is not moving to save fuel and restarts 
instantly when the brake is released) up a steep hill, it handled quite 
well. Better than my Volvo, in fact. That little electric motor has a 
surprising amount of torque.
