From time to time I get notified that I have to fill out another survey. I filter on the X-Spam tag that my ISP puts on mail that bl.spamcop.net thinks is spam. My notification from Red Hat has the X-Spam tag so my message went straight to my trash can. This email isn't really Spam, it even has a custom link in it just for me to fill out a survey and extend my demo account.

So, put another filter in place before the X-Spam filter to see if the
mail comes from RedHat and move it to a RedHat folder!

This is a problem of poor filtering on your part and probably on the
part of a person reporting spam, not a problem with SpamCop.

There is always a chance that a mail that is sent out bulk and with
certain keywords is going to be picked up, by mistake by a user with
poor filters for example, and forwarded to spamcop and accidentally
reported.

Therefore, it is wise to not automatically dump mail into the trash. I
never let anything filter mail automatically to the trash. The chances
of filtering something valid are too high.
