No, I think it is a bad idea.  It is just too easy to grab *any* image
from the web at a gazillion innocent web sites to add it in a spam and
still make sense.  The Spamcop parser would have no clue as to
distinguish innocent bystanders from actual spammer-hosted images. 
Spamvertized web sites is another thing; a spammer cannot easily add
innocent third party web links which make sense to his spam...
