This is the way I'm understanding this issue.

Your spamvertised site is  http://www.8006hosting.com/cd/ - I can use a
GET function on that site and see that there is a
mailto:newbannedcd52 at hotmail.com -- I can also see a hotmail addy in the
registration for 8006 at grs.hichina.com -- frant334 at hotmail.com

You are frustrated because you are sending the spam to hotmail and they
are unresponsive.

I think it is highly unlikely that the hotmail abuse desk is going to go
visit the website to see the mailto: there, they probably also won't go
to grs.hichina to see the hotmail registration address.

If I were going to work on the project, I would email hotmail a copy of
the webpage, in html and/or plaintext and a copy of the registration
from grs.hichina.

I'm not experienced in trying to do that, but my instinct tells me that
the busy hotmail desk isn't going to whip out their browser and go visit
a website to confirm that the hotmail addy is being used in that way.  I
think you have to 'hand them' the evidence on a silver platter, and hope
that your presentation is sound enough for them to believe that they
should cancel that email address.

It seems like a pretty big project for a small gain.  I think I would go
after getting the frant334 one taken down, and then trying to get the
8006hosting taken down for no contact address, because the rest of the
registration information is also very weak:
