In my experience yes.  The corporate plausible deniability is even worse
than what I've described.  In the past when I would notify RR about an
open smtp relay, they would autoack receipt, then they would ack that
the item didn't come from RR [whether it did or not;  and the notify
wasn't about source, it was about open smtp relay].  In the meantime
amidst the correspondence about it not coming from RR and not
acknowledging even a Thank You, the relay would get closed.

So, all of the paperwork would look like they never had a problem, and
then when the problem is gone, it is as if it never existed.
