No, CTRL+U always works, on selected message or opened message.
View Headers is on;y for Open/Previewed messages. Also you have to click 
the "+" or Arrow to expand the headers, when in preview/view mode, there's 
like three header modes when viewing a message - minimal, expanded, all. 
Minimal just shows Subject and Sender, expanded shows more, View Headers 
All shows all the headers.

I could post an image of the expand control, as many people don't seem to 
notice it.
But without installing an extension, you can't copy the headers in view 
mode, you have to look at the source to copy them. That may have changed in 
Moz 1.7 though.
