I kinda hate to reply because I can't at the moment start up IE and check 
it, and I'm sure that IE 5.x still gets a different page. But in addition 
to deleting cookies you may have to clear the temporary internet files as 
well (actually you can do both at the same time? Though you may not want 
to). IE has a really nasty habit of hanging on to local cached copies, 
every version seems to have a slightly different behavior.

I had a dynamically generated page that changed on the first of the month, 
and some IE users reported that the page didn't change. I checked the page 
and even though I was updating the headers, I was also sending the last 
modified date, which actually never changed. Changing that (not sending 
last modified) fixed the problem, and of course so would deleting your 
local copies.
