I agree that you shouldn't be reporting anything which isn't spam.

If it is necessary to look at a spam's body because of some ambiguity or
confusion, you can look at the 'view entire message' in the spamcop
parser prior to reporting.

That may mean looking at raw html.  Only if one were still 'confused' at
that point would it be necessary to look at the spam in some other way.

I cannot imagine such a scenario just now off the top of my head.
