I was gone for the day.  See my other note.  Your problem is that your
mail provider is screwing your SC submissions over, as Ric has
accurately assessed.

As things currently stand, you are dead in the water about submitting
anything to anything that consists of an .eml attachment because that is
prohibited by your provider's configuration.
