The only person who can view a report # is the person who sent it [or
someone on the 'inside' like a deputy] -- so when you want to talk about
something which is a report # as a spam item, you need to convert its
report # into a tracker.
If you put a report # into the slot here

http://www.spamcop.net/mcgi?action=showhistory it will show the spam
item, with a link at the top called 'parse'
That parse link is actually the tracker url, which has this kind of
configuration, which you can see is different than what you posted

Also, there's another problem about posting a link which starts with
'members.spamcop.net' -- for nonmembers or nonpaying viewers, any such
link will have to be of the configuration 'spamcop.net' -- removing the
'members' part.

But, all of that being said; 'no recent reports, no history available'
doesn't mean anything.
When you read SC verbose, some things/words mean something, some
things/words don't mean anything, and some things/words don't mean what
they seem, or they don't mean it where you are seeing it, they mean it
somewhere else not too far away.
This particular thing/words doesn't mean anything. Don't take it
'literally'.
