You are talking about paying and non-paying reporters in the spamcop
mail discussion group.  All spamcop mailusers pay for the service

The differences between being a paid reporter vs being a free reporter
are that the paid reporter

 - gets rid of the nag wait for standard free reporting
 - can add additional notifies to a spamcop report
 - can 'appeal' to SC to 'please' notify a provider who wouldn't be
 - can access a db of your reports

The nag wait has a minimum, but it can be lengthened by busy-ness I
think.  The additional notifies and appeals are described here
