That's because a tracking url provides a link to the original spam which
is reparsed under the new 'conditions' if some conditions change between
the time of an original or earlier parse and a later parse.  This is
mentioned here  http://www.spamcop.net/fom-serve/cache/32.html Why does
SpamCop show different results from one day to the next?

The mailhost condition which was causing the parser to handle the
headers improperly was corrected.
