[SC-Help] Spamcop ignoring settings?

Because I was receiving vast amounts of spam from Brazil, China and 
Korea, I have those three countries in my "blacklist".   That works well 
most of the time, but I notice that a few spammers seems to get past 
that.   Is there a reason why Spamcop would "pass" a spam like the one 
below?  When I "reported" it, Spamcop recognised that it was from 
Brazil, which is in my "reject this country" list.

I've had similar "escapees" from China and Korea.

I've checked - this spammer isn't in my whitelist.

(I removed my post-filter address from the headers since I don't want 
spammers getting hold of that).   I have no idea who Ghaliya Loving is!
