Let me artificially create a dialogue here to clarify something.

The 'testing' part may be less important than the 'predictable' part.  I
think /maybe/ you are trying to get reports about a particular IP
address 69.16.211.62.  If you can demonstrate to SC admin that you are
entitled to get reports about something, let's say kgii.info, then I
think you will be able to get reports based on such as this:

dns kgiii.info
Mail for kgiii.info is handled by kgiii.info
Canonical name: kgiii.info
Addresses:
  69.16.211.62

but it is actually easier to show your 3rd party interest in all reports
about 69.16.211.62 based on its association with whathostingshould.be
than kgii, because I can see whathosting is you, whereas it looks like
kgii is someone else.

So, does that mean that you wanted all reports about 69.16.211.62  to go
to the abuse <at> kgii.info?  Or something else?  Actually it isn't
important to /me/ what the notify address should be, I'm just guessing
at how you should set it up regarding how or what you are expecting to
be notified about.  Maybe a deputy will jump in here or you can clarify
things.  SC does not notify by domain names, but by IP or by IP block.
