Maybe not the contents of the pictures are scanned, but 9/10, that is 
just the site being spamvertised.

The real info is in the header information which is parsed by SPAMCOP 
and does go towards tracking and stats etc.

If it lists a site in the image, you could always do a manual lookup and 
abuse address for that site to the reports.
