[SC-Help] WTF? NO REPORT SENT

Ok, so I've been a subscriber for 4 years now.  All of a sudden, I get NO 
REPORT SENT.

I see the message that states  "Setting your Preferences to "Enable quick 
data reports" will
return things to normal."

Where might this option be?  I've spent the last hour looking under every 
friggin configuration that I have and can not see this option?

Why did some genius decide to break something that WASN'T BROKEN?   If some 
"network-god" all knowing adminsitrator is going to change a configuration, 
SEND A GLOBAL EMAL TO EVERYONE SO WE KNOW WHAT THE F*CK IS GOING ON!

Sheez, we're paying for a service and for three friggin days, NO REPORT HAS 
BEEN SENT.  I should get credit for those three days wasted and a blessed 
hour of my time trying to find an OPTION that IS NOT THERE!
