Yes, good point, and obviously the world would need to comply.  

Also, something I forgot to mention is that ISP's would need to be more
forthcoming with their logs, and give up the real names and addresses of
proven spammers so their victims could take them to civil court.  I like
that idea because it takes the issue out of the statutory arena and
makes it a civil matter, in the most libertarian model possible.  And
that way, even if the spammer has a contract with a third-world ISP to
do their spamming, if the spammer so happens to live in the US they'd
still be within reach.  I haven't thought the implications of this all
the way through, but all I want is the law to allow me to reach back and
touch spammy without going through the tasks of Hercules.
