If you parse a spam and one of the urls/email addresses that SC wants to
report has previously been marked closed or innocent bystander then in the
checkboxes area there will be one that says "experts only" and if you
checkmark that you will get a popup that lets you enter information as to
why you want to appeal the issue. Feel free to appeal BUT please, before you
do, make sure that the site you are appealing is still up and/or make some
attempt to verify that an email address is actually functioning. Also it is
helpful to the deputies to actually type something informative into the text
box especially if you are reporting an apparent list/newsletter.
