Actually Sue, I am not against there being charters for these groups and
would support their writing.  I just question whether they would prevent
some of the things being discussed.  

Users can't be expected (myself included) to know the RFCs, where to
find them and which ones apply to what groups.  Charters would also
prevent some of the arguments we've seen the last two weeks as it could
be clear what is expected and what isn't allowed.
