You answered your own question (maybe?) in your final paragraph.  This is
why I suggested the Charter.  I think it would help.  I would be willing to
help write it, or at least bring up topics for possible inclusion.  But our
Admins have to come through and decide if this is a procedure they wish to
keep up...
