http://www.joes.com/spammed.html is where it all started. :)

Essentially, it's sending spam while making it look like it came from
someone else (i.e. If someone wanted to joe-job me, they could send
spam with a from/return address of "pete" , or spamming for
someone else against their permission (i.e. The IGP spammers sending
spam referencing http://www.global-prosperity.com/, an
anti-global-prosperity website exposing that they're scammers, etc. in
the hopes of getting it shut down...which they appear to have done).
