[SpamCop-List] Bug in "Not white list" option

Under the new system, the following happened.

Two identical spams from the same spammer arrived. One was held, reason "Not
white list." That was correct. The second one was passed, reason "No data."

Also, I had to re-register my settings even though all the information was
already there. My valid email address along with all other settings were
intact, so I'm baffled as to why SpamCop disabled the account. I have plenty
of fuel, too.
