[SpamCop-List] An impossible condition has occurred?

Last Spam parse triggered this SC comment:

ISP has already taken action against the account:nomoremail
sometime after no date available
=======================================================

How SC knows that action has been taken if no date is available (or if
the date cannot be truasted - then why "action has been taken" can be
trusted?
