[SpamCop-List] Notes on Duplicate Report Destinations?

I've noticed in the new version that when multiple URLs with the same
reporting address occur in a spam, the user gets a checkbox and notes
box for each.  I approve; it makes clear exactly what's theoretically
happening.

When the 'send reports' button is clicked, and one sees the list of
targets, the duplicated reporting address appears only once - again, I
approve; this is being a good netizen with respect to not flooding an
email server.

However, what's not clear - and what definitely did _not_ happen in
the old SpamCop - is whether in a report _all_ comments from _all_
comment boxes to a particular reporting address are consolidated into
a single report - this is something that would be a Very Good Thing to
do.

Another good thing to do would be for the user to be able to say of a
particular recurrent address that 'this is me', and in the comment box
for that address, SpamCop would automatically comment along the lines
of

  Reported (#12345) to abuse for origination
  Reported (#12346) to postmaster for open relay
  Reported (#12347) to hostmaster for spamvertised website
http://go.to/hell
  Reported (#12348) to mailadmin for spamvertised email address

Since actual copies of the reports are apparently no longer sent to
the reporter, this would make easier the job of keeping track of which
spams are associated with which issues/reports.
