No. Well, it depends maybe. If they suck up the article before you cancel
it, I'm sure they won't honor the cancel. Otherwise, the cancel will
probably be honored.
Cancelling isn't really as effective as it seems anyway. I doubt that
cancels follow through to WebTV, for instance. So, they've probably gotten
all the posts, cancelled or not. I doubt that we honor their cancels,
either. It tends to lead to abuse out in the Usenet world.
Also, articles posted are immediately archived locally and emailed to the
list members. Cancels don't do anything to those. So, think twice before you
post. A lot of people will see your article, whether or not you cancel it.
