[SpamCop-List] "Cannot load old tracking URL!" and "Bring Back Decimal-Encoded URL Scanning!"

I am getting this error message when I attempt to report a SPAMCOP
report (via the e-mail delivery method), and then clicking on the
link from the response e-mail:

It thinks the report is OLD!  It's brand new!

I've noticed that Spamcop doesn't appear to be reporting on embedded
URLs that are decimal encoded anymore -- that is a significant feature
that is no longer available!

I know one thing -- if someone is using our web hosting services as a
repository for SPAM, we'll shut it down immediately.  Now, if a user
tosses a URL in that's decimal encoded, the report doesn't mention the
URL (or the decoded version)!




Please fix the reporting issue and please bring back the decimal encoding
scanning feature of the spam processor!
