[SpamCop-List] "nothing to do"?

Using my membership I pasted the following headers and spamcop stated
/nothing to do/  After checking the FAQ, I could not find(perhaps in
error) an explanation.   Could someone explain this?  In addition, I
receive this spam on a weekly basis and have noticed the spammer usually
has a different ISP/webhost.  Furthermore, the wares this maggot sells
is extremely repugnant as it violates one's right to privacy.  

I sent the spam to abuse  Also, I tried a whois but was
unsuccessful.
