To be fair to Vegas, it's the large supply of people that really
need money that draws these slime bags. The people they recruit
to man the phone banks are desperate for money, some to get out
of Vegas, some to gamble, some just to live. There are a number
of other towns that draw these kinds of operators just as much,
the "greater" LA area is one, NY is another. The reason Vegas
shows up so prominently in lists of where these phone centers
are is that there are only about three "cities" that can be listed
in the police report (Las Vegas, North Las Vegas, or Henderson)
as opposed to the over 100 "cities" in the greater LA area
(Hollywood, West Hollywood, East LA, LA, Alhambra, Aurant,
Atwater, Commerce, Glendale, Passedena... the list goes on...)
