I have been saying exactly the same thing from the day of the
changeover.  Major ISPs, whether they are actually responsive or not
(and my two immediate examples are both non-responsive, spew-spew-net
and genuity, formerly bbn-spam-net), seem to simply put the ticket
number in the autoack.  If I don't get the autoack, I _can't_ follow
up to pester them enough to actually start doing something.  If enough
people _do_ follow up, there's a slim chance that they might actually
do something, and once they start doing something, there's a chance
that they might continue.  And not need to be goaded for each call.
