Here is what I have noticed looking at the output of a parse of the 
spam I submit to Spamcop.

Spamcop does not send the IP to be tested every time it processes it 
as it would cause too much overhead for both Spamcop and the relay 
tester.  If it is listed as an open relay it will not sent it to be 
tested again.  If it is not listed as an open relay but has been sent 
to be tested it does not send it again.  The only time it will be sent
to be tested is the first time it processes an IP that appears to have
relayed the message.
