I would still like to see the Internet run by netiquette.  But who decides
the rules of etiquette?  traditionally rules of etiquette are based on "do
no harm" which are translated into certain protocols that are agreed upon
(tacitly maybe) by respectable people.  SPEWS and abuse.net and even spamcop
are voluntary ways to "be respectable" and anyone who doesn't conform is
given the "cut direct"  There can be abuses, of course, but just like the
spamcop ng is self moderated, there is no reason the entire Internet cannot
be.  In fact, IIUC, before spamcop and maybe SPEWS, hardly any ISP had a TOS
or AUP.
