well that works if the person has a static IP, or one from a small range.
if the report is an email sent to, say, an AOL server, and the sign up
came from an AOL server (either email server or web proxy depending on
the nature of the confirmation), it doesn't equate to one person - could
be any AOL user... if they've got a big list, there's probably more than
one AOL user on it...
