[SpamCop-List] Has the address to report Pay Pal scams changed?

Grrr!! I tried to forward a Pay Pal Scam from my Spamcop e-mail address
to accessviolation at paypal.com twice, it bounced back, twice! 
I tired postmaster at paypal.com, it also bounced back to me!

Has the address to report Pay Pal changed?
