Aren't almost ALL spammers and telemarketers based in Florida?
(Except for Ralsky, in Chicago, of course)

Probably the REAL anti-spam law needs simply to limit
Florida, from Orlando south, to a single north-bound T-1
and a single north-bound telephone trunk line . . . ;-)
