I would have guessed email customers, followed by ISP's or server
operators who probably are paying customers.

Perhaps it was the grey day outside, but I don't think there are
very many users of spamcop who keep at it without benefit to
themselves (either filtering or the blocklist).  It is too
complicated and time consuming for most non-tech users unless they
have the filtering provided by spamcop email service.  And many
tech users want to 'contribute' or want what paying gets them.
