I don't know if there's anywhere to complain about phone numbers per se 
(if there is, I'd like to know!).

However, for a lottery scam with a Dutch connection there is an email 
address on my Ban Spam site for the Dutch police who certainly take an 
interest - see Spam reporting addresses in my sig - there's a Lottery 
section / page where you'll find this.
