Just about the same time that spews put 10 million comcast IPs on their
list and left some holes for their output servers was when comcast made
a press release and said they were going to start disconnecting zombies.

I think it is very hard for a provider to do.

Probably what they should do is some kind of 'publicity' approach --
they say they are going to disconnect and start telling people how to
police and what to do when they get disconnected -- then they disconnect
a few [very important that you actually /do/ it] and publicize that and
what to do about it some more and how to police -- then they disconnect
more than just a few and do it [where 'it' is publish what to do when
you get disconnected and how to police so you won't be] all over again.

The next thing you know, people start paying attention.
