Depends. A lot of white hat ISPs does act. Some days ago I
somehow managed it to report the URL of an antispam tool as
"spamvertized", and the responsible admin was quite willing
to terminate the corresponding account. Fortunately it was
my own account and antispam tool.
Then there are SCBL, sc.surbl.org, and the hall of shame,
so even if most reports go directly to Dave Null @ spamcast,
RR, or chinanet, they still have an effect.

I only add comments in very unusual cases, e.g. potential Joe
Jobs, unknown language / charset (i.e. when I have no clue what
I'm reporting), and unidentified ZIP files, if "manual" reports
had no effect.
