[SpamCop-List] Does reporting of URL links result in IP/domain blacklisting?

All -

Question. When I check the box next to a URL, does that IP/Domain end
up on a block/black list?

Lately, I've been noticing decoy URL's in spam...

Ord34 yUr<A
href="http://decoy.com"></A>V1<fudge>c<vapor>0d1n<collapse><A
href="http://spammers.website.com">here</a>

I'm sure I've missed a few of these decoy addresses, and they've been
detected and reported. Usually a single word followed by a TLD (.net,
.com, .org). Some of the domains actually exist. Some do not. None are
actually associated with the spammer.

I assume they're injected into the message as a way of poisoning any
detection scheme/technique.

I'm assuming that the reporting of these decoy addresses does not
result in any form of blocking/black listing. Would that be an accurate
assumption?
