[SpamCop-List] What's up with 198.136.130.190 ??

SC recommended sending report to postmaster at above IP - I declined.
I checked the IP and they don't list a tech email contact, only a phone
number, is this legal? It's registered to Southern University Shreveport
I thought a legit email address was required

suspicious - packets are being lost somewhere along the route, or so they
