Appeal is what a paying reporter can do.

In the case of a spamvertised site, the provider can say "OK, I hear 'ya,
we've taken care of that." and the site will never be reported to the
provider again, unless....

In which case, SC will notify again until the provider sez, "I tole ya' -
we don't want to hear any more about that."

No, they get to say they don't want to hear about it.  SC has no interest
in notifying a provider if they don't want the notify.

In the case of spamvertised sites, the SC process has no 'teeth' other
than notification, and if the provider doesn't want to be notified that's
the end of it.  The concept that you can 'beat a provider into
submission' with piles of reports is a misguided notion.

Providers can also choose to not be notified about spamsources - but that
would be at their peril because the SCbl has some 'clout'.
