That's MIME construction; rfc1521 - has nothing to do with HTML.  Won't
display in MIME enabled email clients which applies to most email clients
these days - Body will be blank.  Fail to see the point in sending it in the
first place.  Probably a screw-up/bug/ignorant spammer/etc.
