The only thing I can think of is that toast.com is on some kind of
blocklist with paypal for spamming paypal.

Or possibly, sending to more than one address gets you that
message.

Recently I bought something that required one to pay through
paypal.  I chose just to use the credit card option and NOT open a
paypal account.  However, I received an email from paypal - not
telling me my credit card was about to expire because it is still
current - but inviting me to shop at paypal shops.  I don't think
that paypal is very careful sometimes about whether one has
actually agreed to receive emails from them.  Others have
complained that paypal spams.  So if your credit card is about to
expire, then it may be some long forgotten transaction where you
didn't sign up for an account, but did use paypal and they are
really emailing you.  Of course, that theory doesn't work if your
credit card is not about to expire.
