No. No large ISPs. Just very active sites.
Same owners in both cases.

ISPs will have large email volumes by thier nature.
A 1.3 million member ISP will have a steady massive mail volume but a
200,000 member site mailing one every month or so will not unless it
provides email services to thier members.

My own site only has a few thousand members. Not email addresses but
members. It is not my site that I am concerned about but the very large
sites that are too scared to email thier own members anymore.
I know that several have not emailed thier members for months because of
fear of being listed.

My own Isp wont even mention spamcop. Will you list them too ?

You have to differentiate between spam and non spam.
Surely open relays need to be listed and fast but fixed Ip mail servers
because 2 forgot they joined out of 20,000 is just not on.
