Since that is what most people probably do, they won't be asking
questions here at Spamcop.

If they come here, however, IMHO, sending them back to their ISP is a
good idea - with just enough information to be able to find out
whether the ISP is a whitehat or blackhat.  So that the pinned post
should probably say that further help, if they want it, can be had in
the forum.  Accuracy in using the proper terms is probably a good
idea.
