    	You could contact the U.S. Military Forces for that as they've 
demonstrated in recent years their ability to do this with Iraq, but please 
keep in mind that they don't seem to aim very well as they've hit a lot of 
civilian targets and coalition forces (read "friendly fire accidents").  You 
might get better results if you can locate Osama Bin Laden since he's 
demonstrated that his troops can aim very well.  ;-P

    	On a more serious note, blocking irresponsible ISPs is what blacklists 
are all about, but some people have set up private blocks in their mail 
servers for specific ISPs (a good idea) and sometimes entire countries (which 
I never do).
