But we all know how people do NOT read instructions and that most
online people are technically incompetent.

IMHO, it is time that licensure be discussed.  In the beginning,
automobiles and drivers were not registered or licensed, but as
there were more on the roads, these things came to pass.  The
Internet is a little different because of the free speech issue so
that any licensing needs to be careful not to censor in any way.  I
would like to see licensing done voluntarily the way that
blocklists are used.
