I hereby proclaim my innocence and place the blame for the following quote
firmly on the shoulders of D.F. Manno:

As far as I'm concerned, if ISP's don't get their act together and start
enforcing their AUP's, then yes. Since ISP's such as comcast, wanadoo and
shaw show absolutely no sign of doing so, maybe it's time to pull the rug
from under their feet because of their permanent display of terminal
irresponsibility and bring something like this into law.

And this includes political/charity/religious spam. It's all about
conSent, not conTent.

Note that this will not stop people who *want* to receive such mail from
receiving it - it wouldn't be unsolicited then.
